Well, besides becoming a Siemens customer?
Googling, there seems to be no devices being offered that claim to be able to clone COTAG. Some writeable passive COTAG cards on ebay.
This forum suggests the P version of TWN4 RFID reader is capable of reading COTAG tags, but nothing about writing them, and not sure if that even would clone tags (if you write it to the official writeable tags, as there might be hard coded UIDs on the tags involved).
So does anyone know of a solution to clone COTAG tags? Or is COTAG currently as Siemens claims really still "secure"?

smells like a vendor post...

No frustrated newbie post. Especially in the category "mocked by wife, everybody knows that it's trivial to clone our flat tags", and now it looks that our flat complex has bought (probably by luck) the only RFID system with no widely available cloning option. sigh.

...yet...
if you a Pm3, you can collect some signal traces.
lf read
data save -f lf_cotag_<print>.pm3
substitute <print> with any printed numbers on the card you are querying
