Release of Proxmark3 offical FW V3.1.0

It has been a long time since 3.0.1 had been released. A nasty bug which made the OSX (Mac) client unresponsive after some seconds prevented another stable release until now. Thanks to @drandreas this has been fixed now.

There are a lot of additions, changes and fixes since 3.0.1:

• A completely new set of sc commands to handle Smartcards (for the new RDV4.0 hardware with smartcard slot only)

• A completely new set of hf emv commands to handle EMV (Europay International, MasterCard und VISA) cards

• Improved FPGA code for more reliable reading of ISO14443B, ISO15693 and Legic cards
