What command did you try so far?

Probably a lf card. though there are no obvious marks to give the mfg away. Probability is high for a successful cloning with a pm3. though not guaranteed.

Can you read or see the card with Android NFC apps?

This card not working with NFC android phone. The card working in offline system (no synchronization with database). All data are stored in card.

But you can't see any information - even get the card to be detected - with something like https://play.google.com/store/apps/details?id=at.mroland.android.apps.nfctaginfo?

It is a rfid/nfc tag, however as @marshmellow points out a 125khz Low Freq tag.
All the apps you guys are hinting at is for 13.56mHz High Freq... The tag will never be identified by them.
